PART ONE 
Purpose, Scope, Basis and Definitions 
Purpose and Scope 
Purpose 
ARTICLE 1 – (1) The purpose of this directive is that Tarsus University is affiliated with domestic and foreign universities and similar institutions and organizations working under the Rectorate. It regulates the procedures and principles regarding the establishment, duties and responsibilities of the International Relations Office, which operates to ensure, carry out and develop relations with institutions. 
Scope 
ARTICLE 2 – (1) This directive covers the development of the educational, cultural, social and artistic dimensions of all Erasmus+, Farabi, Mevlana Exchange Programs, Bologna Process, Joint Diploma Programs and other international relations of Tarsus University through bilateral and multilateral agreements and agreements. covers the provisions. 
Basis 
 ARTICLE 3 – (1) This Directive is based on the Higher Education Law No. 2547 and the “Regulation on Student and Faculty Member Exchange Program Between Higher Education Institutions (Farabi Program)”, “Regulation on Mevlana Exchange Program” and “Associate Degree and Undergraduate Level Programs in Higher Education Institutions” It has been prepared on the basis of the relevant articles of the Regulation on the Principles of Transfer of Credits and Transfers between Institutions. 
Definitions 
ARTICLE 4 – (1) In the correspondence of this unit, its Turkish name will be “International Relations Office” and its English name will be “International Relations Office”. Mentioned in this Directive; 
a) University: Tarsus University, 
b) Rectorate: Tarsus University Rectorate, 
c) Rector: Tarsus University Rector, 
d) Senate: Tarsus University Senate, 
e) Administrative Board: Tarsus University International Relations Office Management Board
f)International relationsOffice:depending Rector directly to the International relations Office unit, which performs international relations of Tarsus university, 
g) Exchange program: Students of international bilateral agreements or Erasmus + / Farabi / Mevlana program under negotiated a higher education institution in the studying, in an organization Internship, teaching faculty members within the scope of these programs, teaching staff/staff to receive training 
h) Erasmus+ Program: Student's studying in a higher education institution abroad through inter-institutional agreements, internship in an institution/organization, faculty members giving lectures in an institution abroad , training of instructors/staff as such holding in the Erasmus program covering the mobility and 
by the European Commission carried out between the years 2014-2020 education and youth programs, 
ii) Mevlana Program: Student The program carried out by the Council of Higher Education (YÖK) covering education in a higher education institution abroad through the Mevlana Exchange Protocol and the teaching mobility of faculty members, 
j) Farabi Programme: Covering the student's education in another higher education institution in the country through Farabi Bilateral Agreements and by YÖK program carried out, 
k) Beneficiary: Natural persons benefiting from any of the sub-activities of Erasmus Plus/Mevlana/Farabi Programs

o) Erasmus Charter for Higher Education Institutions (ECHE: Erasmus Charter for Higher Education): The authorization document stating that a higher education institution can participate in the Erasmus+ Program,

SECTION TWO 
Purpose and Fields of Activity of the 
International Relations Office The purpose of the International Relations Office 
ARTICLE 5 – (1) To ensure that university students and lecturers gain international experience in educational research activities, to help students and scientists from foreign universities integrate with the university, and to make the most of international programs and projects. It aims to contribute to the development of both the university and the region by making use of it to a large extent. 
Fields of Activity and Duties 
ARTICLE 6 – (1) The fields of activity of the Office are as follows:  

a) To prepare the international strategies and policies of the university with the university administration, required reviewing and to help implement  
b) to coordinate follow-up and implementation of the Bologna process, in this context, the university's European Credit transfer System (ECTS) compliance and Diploma Supplement (DE) do the necessary work to be taken,  
c) domestic and universities abroad , units affiliated to universities, research centers and similar institutions;  
1. Supporting the necessary studies for the opening of joint education programs at undergraduate and graduate levels,  
2. Establishing, maintaining and contributing to the development of bilateral and multilateral cooperation for academic purposes,  
3. Developing joint projects,  
4. Conferences, congresses, seminars within the scope of exchange programs , workshops, exhibitions, activities such as symposiums and panels to support the necessary work to be carried out,  
d) Exchange programs (Rumi, Farabi, Erasmus + etc.) and students coming under bilateral agreements, academic and do all kinds of organizations to realize their administrative staff activities (application , welcome, shelter, regional and environmental compliance training, etc.),

ii)training with office activities involving meetings held abroad or within the country, to participate in the research and promotion of fair and to inform the relevant departments, 
j) with regard to the European Union Education and Youth programs sub-areas of this program, the State Planning Organization, the European Union Education and Youth Evaluating the calls for proposals on Erasmus+ Mobility and other project titles by the Center for Programs (National Agency) or the European Commission, making applications, signing contracts and regularly sending interim and final reports.

1) The Rector of Tarsus University is the Legal Representative of the Institution. The Legal Representative approves the mobility application for the relevant year to be submitted to the National Agency, signs the contracts and other related documents, approves the interim report for the ongoing activity period and the University final report for the completed activity period.  
2) Vice-Rector of the International Relations Office: The International Relations Office works under the Vice-Chancellor in charge of International Relations. It is the person responsible for the entire program carried out within the International Relations Office. It is primarily responsible for the effective execution of the programs on behalf of the university.

Coordinator  
Article 8 – ( 1) Coordinator; He is appointed by the Rector for a period of 3 (three) years from among faculty members with international education and/or experience. The coordinator may be the Vice-Chancellor, or it may be a person appointed by the Rector from among the academic staff. The expiring Coordinator may be reassigned. Duties of the Coordinator;  
a) Managing and representing the Office,  
b) Preparing the agenda and chairing the meetings with Program Coordinators, Experts and the secretary, 
c) Coordinating between university units in matters concerning the international relations of the university, 
d) Ensuring coordination among office workers,  
e) Working in the office f) To ensure that all kinds of correspondence, data and documents related to the work of the unit are kept. 
Board of Directors  
Article 9 – (1) Board of Directors; It consists of Vice Rector, Coordinator, Bologna Coordinator, Erasmus+, Mevlana and Farabi Institutional Coordinators. The Vice-Chancellor chairs the Board of Directors. The Coordinator chairs the meetings in which the Vice Rector cannot attend. The Board of Directors takes its decisions by majority vote of the members attending the meeting. In case of equality in voting, the decision is taken in the direction of the meeting chairman's vote.  
Duties of the Board of Directors;  
a) To make short, medium and long-term plans regarding the activities of the office,  
b) To determine the policies necessary for the office to work in line with its objectives, programs and strategies,  
c) To support the implementation of the university's international strategies and policies in coordination with the other units of the university,  
d) It is to determine the University personnel who will participate in domestic and international activities related to the working areas of the exchange programs carried out within the office. 
Program Coordinators  
 Article 10 – (1) There are Erasmus, Bologna, Mevlana and Farabi Coordinatorships under the International Relations Office. These coordinatorships are the coordinatorships of the university related to the relevant programs, and under each coordinatorship, there are also sub-unit coordinators consisting of the representatives of the relevant academic units (Dean's Office, Higher School, etc.).  
(2) Erasmus Coordinator: Erasmus Coordinator is appointed for a period of 3 (three) years by the Rector upon the proposal of the relevant Vice-Chancellor. The Erasmus Coordinator can be reassigned. Duties of Erasmus Coordinator;  
a) To ensure the active participation of the University in European Education and Youth Programs (Erasmus, Comenius, Leonardo Da Vinci, Grundtvig and Youth) and Framework Research Programs, to carry out all related programs and projects on behalf of the university,
b) European Union (EU) program Coordinating and carrying out the studies and preparations of university units, such as course catalogues, so that students/instructors who come to the University for a certain period of time can take/teach relevant courses within the scope of and projects,
c) Relevant exchange programs and bilateral and/or multilateral projects from EU universities to universities To make the necessary plans to meet the needs of future students and instructors within the scope of the to carry out  project

( 3) Bologna Coordinator, proposal of the relevant Vice-Chancellor appointed by the Rector for a period of 3 (three) years. The Bologna Coordinator may be reappointed.  
Duties of Bologna Process Coordinator;  
a) To follow the Bologna process of the university and toAcademic 
assist theEvaluation and Quality Improvement Board (ADEK), Bologna Coordination Commission (BEK) and the Rectorate, 
b) To determine the Bologna Process strategy of the institution, 
c) As a requirement of the Bologna process, the European Credit Transfer System/ To ensure that the University fulfills its commitments against the principles and functioning of the Diploma Supplement (ECTS/DE), 
d) To promote ECTS/DE within and outside the institution,  
e) To take measures to facilitate the practical implementation of ECTS/DE,  
f) Unit/Sub To assist the unit coordinators in the implementation of the Bologna Process,  
g) To conduct, evaluate andstudent surveys related to the Bologna Process 
archive, 
h) To determine the institutional training plans of the Bologna Process,  
i) Bologna Coordination Commission (BEK) and Academic Evaluation and Quality Improvement Board (ADEK) ensure the preparation of the report, 
j) at the Institution ECTS / DS and the course to follow to update the information package archive to then create, 
(4) Maulana Coordinator, about 3 by the President with the proposal of the Vice-Chancellor (three) assigned to the year. Mevlana Coordinator may be reassigned.  
Duties of Mevlana Coordinator;  
a) The study area has the same content as the Erasmus Coordinator. However, in the exchange of students and academicians and in the joint operation of some projects, we work with universities and research centers outside of European countries.  
b) To support the announcement of the announcements about the program, making information and activating the relevant units within the university. 
c) To make agreements with world universities, to ensure efficient exchange of academics and students, to provide information on the subject and to provide support. 
d) To provide support on issues such as adaptation and orientation of guest students and academicians.  
(5) The Farabi Coordinatoris appointed by the Rector for a period of 3 (three) years upon the proposal of the relevant Vice-Rector. Farabi Coordinator can be reassigned.  
Duties of Farabi Coordinator;  
a) Within the scope of the program, to make the necessary announcements within the university, to provide information flow and coordination between higher education institutions providing education at associate, undergraduate, graduate and doctoral levels within the scope of the university, advanced technology institutes,  
b) To provide support in matters such as the adaptation and orientation of guest students and academicians, 
Experts  
ARTICLE 11 - (1) With the proposal of the relevant Vice-Chancellor, from a number of universities or other institutions to carry out the service. they are assigned.  
Duties;  
a) To make necessary preliminary research on matters related to the duties of the expert, b) To assist in the establishment and development of domestic and international connections, in the development and implementation of the office's activity plans,  
c) To work with the members of the office in the preparation of the relevant reports in line with the recommendations of the coordinator,  
d) The University's Bologna process etc. e) Archiving the relevant laws, regulations, directives and legislation, updating the documents,  
Secretary  
ARTICLE 12- (1) Carrying out the daily work of the office, making the necessary correspondence and appointed by the Rectorate to follow up.  
Staffs  
ARTICLE 13 - (1) Faculty members and administrative personnel in the university staff may be assigned to the Office by the Rector in accordance with Article 13/b-4 of the Law No. 2547. For the staff needs of the Office, it can appoint staff upon the recommendation of the President to the Vice-Chancellor and the approval of the Rector. 
SECTION THREE 

Financial Issues and Miscellaneous Provisions 
Expenditure officer, realization officer 
ARTICLE 14- (1) The authority to spend belongs to the Rector. The Rector may delegate this authority to the Office Coordinator when necessary. The fulfillment officer can be the Coordinator or a staff member suggested by the Coordinator. 
 Annual Report  
Article 15 – (1) Every year in December, the Coordinator reports all the international activities carried out at the University that year and submits it to the Senate. The report accepted by the Senate is shared with the relevant units. 
Budget  
ARTICLE 16- (1) Considering the activities planned by the office for that year and carried out in the previous year, to the office; In order for the activities to be carried out more quickly and effectively, a budget is provided to the discretion of the Rectorate.  
(1) The revenues of the Office are as follows;  
a) Appropriations from the university budget,  
b) Revolving Fund revenues,  
c) Support from official institutions such as the National Agency,

Enforcement  
Article 16 – This Directive enters into force on the date approved by the Tarsus University Senate. 
Execution  
Article 17 – The provisions of this Directive are executed by the Rector. 
 Cases  
ARTICLE 18 - where there is no provision(1) In cases where there is no provision in this directive, the principles and procedural provisions to which the university is affiliated and general provisions are applied.
